Summary for Local Authority Panels

Overview

TOMO offers a structured, academically credible alternative placement for pupils with SEMH and SEND needs who are at risk of disengagement from mainstream education. Our model combines high-quality curriculum delivery with therapeutic outdoor learning to support regulation, engagement, and progress.

Curriculum & Learning

  • Morning provision prioritises core academic learning (English & Maths) aligned directly to pupil host school curriculum and EHCP outcomes
  • Classroom learning is delivered in a calm, neurodivergent-friendly indoor space, supporting focus and readiness to learn
  • Afternoon sessions apply curriculum learning through structured outdoor and Forest School activities, reinforcing skills through practical contexts
  • The curriculum is flexibly and adapted to age, ability and individual need

Behaviour, Regulation & Engagement

  • Clear routines, visual timetables, and consistent staffing support emotional regulation and positive behaviour
  • Regular emotional check-ins reduce anxiety and support pupils to remain engaged throughout the day
  • The balance of structured learning and outdoor activity supports improved attendance and sustained participation

Personal Development & Wellbeing

  • TOMO supports the development of resilience, independence, communication, teamwork and self-esteem
  • Outdoor learning promotes positive mental health, physical wellbeing, and safe risk-taking
  • Pupils are supported to develop confidence and positive relationships with peers and adults

Safeguarding & Quality Assurance

  • Robust safeguarding procedures in line with Local Authority expectations
  • Comprehensive risk assessments and strong supervision at all times
  • Ongoing assessment, reflective practice, and communication with schools and families to monitor progress and impact

Outcomes for the Local Authority

  • Improved engagement and readiness to learn
  • Progress in core academic skills
  • Reduced risk of placement breakdown
  • Cost-effective, flexible alternative to specialist full-time provision
  • Clear pathway towards reintegration or next-stage provision
